First Licence

The New Probationary Driving Licence:

    * As from 1st January 2004, all new licences were issued as 'Probationary Licences' valid for a maximum period of 3 years. All 'Probationary Licence' holders are subject to the penalty point system. This means that any probationary licence holder who commits a relevant motoring offence will have the appropriate number of penalty points assigned to him or her and inserted in his/her Counterpart licence against payment of a fee € 5.80 ( LM 2.49 ).

      If 12 or more penalty points are recorded at any time during the 3-year period, the licence will be revoked automatically for 3 months and/or further suspended by the Local Councils Tribunal and/or Magistrates' Court. A fresh application must be submitted after the revocation period elapses.

      Holders of 'Full' driving licences who pass their practical test under another licence category will have their new licence category included and will remain in possession of a full licence.

When will my first driving licence be issued?

Your first Driving Licence will be issued, as a Probationary Licence, after you pass your practical driving test. This will be issued for a fee € 19.75 ( LM 8.48 ) and it will be valid for 3 years. Initially, a counterpart licence document is issued. The photocard licence is mailed at a later date.  However, if you do not receive it by 3 months following the issue of the licence, you must call personally so that the non-receipt of your licence can be investigated.

Can I have a Licence if I have a medical condition?

This will depend on the nature of the medical condition and the likelihood of it causing impairment when driving. The medical certificate provided in your application form should certify that you are fit to drive a vehicle. We may issue Driving Licences, subject to certain restrictions, to drivers with special needs, following consultation with a competent medical authority. If this is the case, a Driving Licence may be issued stipulating modifications to the vehicle that is to be driven by this person.

If, after you obtain a Licence, you develop a medical condition or an existing medical condition worsens, it is your responsibility to inform the LTD. These include but are not exclusive to the following:

    * sight impairment;

    * epilepsy and/or chronic progressive neurological disease;

    * mental disorders;

    * cardiovascular disease;

    * uncontrolled diabetes mellitus;

    * locomotor disabilities;

    * hearing impairment;

    * medicinals and drug abuse;

    * other medical conditions which may affect your driving ability.

Alcohol, drug abuse and serious medical disorders may lead to your Driving Licence being revoked.

How do I renew my Driving Licence?

About 6 weeks prior to the expiry of your driving licence, the LTD mails a driving licence renewal form, You can renew your Driving Licence either online at www.licenzji-tas-sewqan.gov.mt or by post, enclosing the following:

  • Your current Driving Licence;
  • The appropriate and completed form
  • One passport-sized photograph (colour);
  • The fee shown on the renewal form, payable by cheque or money order to the Malta Transport Authority or ADT;
  • Other documents mentioned below according to your age and licence entitlements.

You must renew your Licence before its expiry date. The following requirements apply:

  • if you are 70 years of age or over and your Licence is about to expire, the LTD will send you a Renewal Form (DRV.07) requesting a colour photograph, signature, medical certificate available online at www.licenzji-tas-sewqan.gov.mt and payment for 5 years.
  • in the case of passenger-carrying Licences (D1, D, f or taxi/chauffeur driven vehicles) you must renew your Licence on your 50th, 55th and 60th birthday. You must produce a medical certificate using the online form available at www.licenzji-tas-sewqan.gov.mt and the official Tag/s issued by the Public Transport Directorate. After your 60th birthday, you must renew your Licence every year. If you do not produce or send these documents you will not be authorised to use your passenger-carrying licences.

If you hold a Driving Licence under more than one category, then your renewal fee of your Driving Licence will cover all the categories that you possess.

Initially, a counterpart licence document is issued. The photocard licence is mailed at a later date. If, however, you do not receive it by 3 months following the renewal of the licence, you must call personally, so that non-receipt of your licence can be investigated.

·         What if my Licence has already expired and I have not received a renewal form?

Call 2556 3345/6 so the LTD can re-send your renewal form. You will be asked to pay the arrears, if any, on your Driving Licence and we will renw your driving licence will be renewed.

If your licence has expired for more than one year, you will be subject to an additional charge of € 12.

In view of the above, you are to ensure that your driving licence is renewed during the 3 month period prior to the expiry of your licence.

Stolen/Lost

·         What if my Driving Licence is lost or stolen?

You must call personally at the LTD to report the loss and present one passport-sized photograph (colour) if your license is not of the new variety (if it is an Identity Card type of license, no photo will be required) and your ID card. Provided that our records show that you are still in possession of a valid licence, you will be requested to take an Affidavit (€ 6.95 /LM 2.98) and you will be issued with a counterpart Licence for a fee of € 17.45( LM 7.49 ). Later, you will receive the photocard licence by post.

Personal Details

·         What if I change my name or address?

You are required to report any changes in the details of your Driving Licence to the LTD so that these will be included in your Driving Licence. You need to call personally at our offices, presenting your current Driving Licence, your identity card showing your new details, and one passport-sized photograph (colour). The new licence will be issued for a fee of € 17.45 /LM 7.49 .

Driving in Malta

·         What if I am a foreigner wishing to drive in Malta?

Anyone over the age of 18 holding a valid EU driving licence may drive in Malta until the license expires.

Anyone over the age of 18 holding a valid non-EU driving licence can drive in Malta for a period of twelve months from his/her last arrival in Malta.

·         Exchange of EU driving licence

If you have been living, working or studying in Malta for more than 185 days (6 months) during the last 365 days and the foreign Driving Licence you hold is exchangeable with a Maltese one (issued in an EU member state), you can apply for an exchange of your Driving Licence. You will need to apply in person at the Driver Licensing Unit (Hall C) LTD, producing:

  • A complete application form Available soon on line
  • One passport-sized photograph (colour);
  • Your driving licence;
  • Your passport and Identity Card;
  • Maltese identity card (if available)

To be eligible to apply, you must be in possession of a Maltese Identity Card. You will also be asked to sign a declaration concerning your period of stay in Malta.

After receiving clearance from the country that issued your licence, LTD will inform you to collect your Maltese driving licence with the necessary payment. The EU licence will be returned to the country concerned.

YOU CANNOT POSSESS MORE THAN ONE DRIVING LICENCE ISSUED FROM DIFFERENT EU MEMBER STATES.
