The MSCD shall determine when a Declaration of Security (DOS) is required.
When a DOS is required/requested, the form shall be completed by the ship or its agent prior to arrival. It is submitted to the MSCD to be forwarded to the PFSO of the facility in question, who will fill the empty/missing information/sections and return the same to the MSCD.
Once the DOS form has been completed by the ship and the port facility, fully endorsed copies are transmitted to all parties concerned.
The DOS documents are kept for one year.
If a DOS is required for a ship-to-ship operation in Maltese waters, the masters of the vessels in question will endorse and exchange the DOS. A copy of the documentation will be sent to the MSCD.
