This Inter-Ministerial Committee is established between the Ministry of Justice and Home Affairs and the Ministry of Infrastructure, Transport and Communications. Amongst other duties, the Committee shall advise the designated authority and the competent authorities on the development, maintenance and promotion of an effective system of maritime security (seaports, ships and related matters) pertaining to all relevant security regulations and directives.
The Minister for Infrastructure, Transport and Communications shall appoint the NMSC with the following members:

The Committee shall meet as often as necessary, but in no case less frequently than once in every three calendar months.
Security Technical Advisory Committee
This Committee gives technical advise to the NMSC. It is composed of technical persons in Maritime Security matters who are:
Senior Manager National Maritime Security Compliance (Chairman)
Senior Police Officers
Senior Customs Officials
Senior Officers from AFM
Freeport Terminal Official
ICT Advisor
Secretary MSCD
Port Security Working Groups
These are currently two working groups established for each area that has port facilities within its boundaries, that is the Port of Valletta and the Port of Marsaxlokk.
Members consist of representatives from the following groups:
Port Facility Security Officers (PFSO)
Local Police / Immigration (Representative)
Armed Forces of Malta
Customs (Representative)
Port Workers (PSPSO)
Ship / Cargo Agents (Representative)
Tugs, pilots, mooring men (PSPSO)
The Chairman of these two committees is Prof. David Attard and the secretary of the two committees is Ms Joanne Borg. These two positions were elected by the Committee Members.
